“In spite of the dire predictions that await them, and the predicament in which they find themselves, the people stubbornly refuse to repent and return to the Lord of Hosts. They are led by corrupt leaders who lead them astray. The scriptures remind us that ‘when the wicked rule the people mourn.’ (D&C 98:9; see also Proverbs 29:2.) Because of their apostasy, they will be destroyed and scattered” (Brewster, Isaiah Plain and Simple, 92).
